Can I use the App to check in attendees?

Yes! All Admins and those added as Check-In Staff will have the Check in feature in their app

This is located in Mobile App > Home > Admin Tools > Attendee Check-In > Select Event, Day, or Session Check-In > search for the attendee and click Check In or click Check In via QR Code > scan your attendee's QR Code > confirm check-in.
